DICON's Director General: from a single prototype to dependable production
Opening AFRIDEX 2026, Maj Gen Ibrahim Babatunde Alaya set out what it takes to turn an idea into capability that armed forces can rely on, and what DICON expects of its partners.

DICON's Director General, Maj Gen Ibrahim Babatunde Alaya, welcomed delegates to the first Africa International Defence Exhibition at Eko Atlantic, Lagos, on Monday 26 October.
His address followed the work that turns an idea into dependable capability: a clear user requirement, then design, realistic testing and consistent production. That work does not end at handover. Users still need spare parts, trained technicians, maintenance procedures and manufacturers who respond.
For Nigerian manufacturers, engineering firms, technology companies and research institutions, he spoke of the obligations that come with taking part: quality, safety and reliable delivery. For international partners, he pointed to production processes, technical knowledge, training, testing and lifecycle support, with realistic objectives and a clear account of what each party contributes.
As PM News reported, he recalled that DICON, founded in 1964, has new impetus from the DICON Act 2023, which opens the way for partnerships with local and international defence industries, technology providers and research institutions. AFRIDEX, he said, would be judged by the lasting partnerships, investments, industrial projects and home-grown capability it produces.
Talk to the DICON team at the DICON Pavilion about working with us, every day until Thursday 29 October.
